I would suggest two things: #1, you can wait until he is less 'oral' to try some of the questionable ideas listed above, or #2, supervise and interact with him while playing with these ideas (such as the tape peel idea) and use the interactions as a teaching opportunity to reinforce that the tape does not go in the mouth.
